Safer Roads for Safer Communities
Two RS-RTDs were held on August 16. The first was held in the morning, entitled "Safer Roads for Safer Communities", a discussion on Pillar 2 of the Philippine Road Safety Action Plan (PRSAP). This discussion was led by the BIGRS-LDP, DOTr, and the WHO-Philippines. Two speakers from the engineering sector gave their insights on the importance of making our roads safer. The first speaker was Engr. Jonathan Araullo, Assistant Director of the Department of Public Works and Highways-Bureau of Quality and Safety who talked about the local framework and context of safer roads. The second speaker was Dr. Ma. Sheilah Napalang of the DOTr and the BIGRS-LDP who talked about road readability and its importance to the road users. Their discussions were followed by a panel discussion of reactors from across different socio-economic sectors. This discussion was moderated by Atty. Carlo Tabaloc, BIGRS-LDP Fellow.
The afternoon session is a discussion on Pillar 3 of the PRSAP. Entitled "Safer Vehicles for Safer Road Users", the RS-RTD aims to increase awareness on the importance of vehicle safety. The two speakers are BIGRS-LDP Fellows, who each provided insights to the importance of vehicle safety standards. Atty. Camille Alcaraz provided a local survey of vehicle safety in the Philippines, including national laws on vehicle safety. Her discussion was followed by Mr. Roberto Valera, who discussed the prospects and challenges in enforcing vehicle safety in the Philippines; his office (the Land Transportation Office) primarily engaged in enforcement of safer vehicles through the Motor Vehicle Inspection System (MVIS). This was also followed by a panel discussion of reactors, moderated by Mr. Romulo Munsayac, Jr., BIGRS-LDP Fellow.
